Фонд, учрежденный совместно Всемирным банком, Программой по развитию ООН и Африканским банком развития с целью выделения правительствам африканских стран начальных средств на становление структур, чьей задачей будет оценка социальных последствий перестройки макроэкономической политики. Фонд был основан в декабре 1987 г. с начальным капиталом в 10 млн. долл.
